On January 18 the National Development and Reform Commission held its first press conference of 2022. It said that this year a series of policies and measures to implement the strategy of expanding domestic demand will be rolled out promptly, targeted measures to revive industrial operation will be studied and proposed in good time, and infrastructure investment will be advanced appropriately ahead of demand,Accelerate the 102 Major Projects under the 14th Five-Year Plan, in accordance with"Funds Follow Projects"requirements, to promptly channel special local government bonds issued in the fourth quarter of last year into specific projects, accelerate the issuance of approved quotas and strive to generate more physical work volume in the first quarter.

 

The 102 major projects of the 14th Five-Year Plan were first made public in March 2021 by Hu Zucai, Vice Chairman of the National Development and Reform Commission, at a State Council Information Office press conference. The draft outline of the 14th Five-Year Plan emphasizes project-based support for implementing major strategic tasks. Centered on national needs and public expectations, it sets out 20 columns and proposes 102 major projects, providing strong support for delivering the goals and tasks of the draft outline.

 

On advancing the implementation of the 102 major projects, yesterday's meeting stressed the need toRefine the project list and, according to the characteristics of each project, define measurable and assessable specific tasks. strengthen support in land, sea use, energy and financial resources and other production factors, reinforce supervision and coordination, and solidly ensure major projects are implemented and take effect.

 

Among these major engineering projects, those related to the oil and gas industry cover five special columns and eight aspects. They are not only key projects for the oil and gas industry during the 14th Five-Year Plan period but also a weather vane for the future development of oil and gas and of the energy industry as a whole, closely relevant to everyone working in the sector!

1. High-End New Materials

Strengthen breakthroughs in key technologies for high-performance fibers such as carbon fiber and aramid and their composites.

2. Major Technical Equipment

Promote R&D and Application of Deepwater Oil and Gas Production Platforms

02. Modern Energy System Construction Project

1. Oil and Gas Storage and Transportation Capacity

Build new oil and gas pipelines including the domestic section of the China-Russia eastern route and the second Sichuan-to-East China gas pipeline;

Build major petroleum reserve projects;

Accelerate the construction of underground gas storage facilities such as Zhongyuan Wen-23 and the Liaohe Gas Storage Cluster.

Promote intelligent upgrading of oil and gas fields: collect energy-use information extensively, analyze energy efficiency online, and realize source-grid-load-storage interaction, multi-energy complementarity and intelligent regulation of energy demand.

1. Air Pollutant Emission Reduction

Carry out volatile organic compound treatment and retrofit in key industries such as petrochemicals and chemicals.

2. Resource Conservation and Utilization

Implement demonstration projects for the industrialization of major energy-saving and low-carbon technologies, and carry out demonstrations of major projects such as near-zero carbon emissions and carbon capture, utilization and storage (CCUS).

05. Economic Security Safeguard Project

1. Oil and Gas Exploration and Development

Strengthen oil and gas exploration and development in key basins such as Sichuan, Ordos, Tarim and Junggar, stabilize output in mature oil areas such as the Bohai Bay and Songliao basins, and build the Sichuan-Chongqing natural gas production base;

Advance exploration and development of coalbed methane in the Qinshui Basin of Shanxi and the eastern margin of Ordos, and of shale gas in southern Sichuan, western Hubei and the Yunnan-Guizhou region, and advance shale oil exploration and development;

Carry out trial production of natural gas hydrates in the South China Sea and other areas.

2. Coal-to-Oil and Coal-to-Gas Bases

Steadily advance the construction of strategic coal-to-oil and coal-to-gas bases in Ordos (Inner Mongolia), Yulin (Shaanxi), Jinbei (Shanxi), Zhundong (Xinjiang) and Hami (Xinjiang), and build up production capacity and technology reserves.
